The state line is where the law changes

A buyer reaching the northern edge of Krishnagiri district from Bengaluru crosses a state line, and in India a state line is where property law actually changes. The register the project must appear on, the office the sale deed is presented at, the record that shows who holds the land, the authority that grants planning permission and the schedule that sets what registration costs are each fixed by the state the land sits in — not by the city the buyer drove out of.

That is the fact listing portals on this corridor get wrong again and again, and it is not a pedantic one. A checklist built for Karnataka — khata, BMRDA approval, a Kaveri encumbrance search — has nothing to check against land in Krishnagiri district, and a buyer who works through it comes away believing they have verified something.

Six hundred and sixty-one revenue villages is the reason a village name alone is never an address here. Two settlements in one district can share a name, and a name that is unambiguous in conversation is ambiguous in a register. Survey number, revenue village and taluk together are what identify a parcel; nothing shorter does.

Which taluk Belathur sits in

SUYUG's plotted development is at Belathur, Krishnagiri district. This page does not settle which of the district's eight taluks Belathur falls in for a particular parcel. Our jurisdiction finder does answer the question at locality level, and names the district administration document it reads it off — read that answer there, with its source, rather than here.

Why this page does not answer it

The taluk is not among the fields transcribed from the project's TNRERA entry on this site, which carries the registration number and the issuing authority and nothing further. The district administration's Hosur Taluk VAO list — cited on our jurisdiction finder — names Belathur among the villages a Hosur taluk village accountant is posted to, which is a posting list rather than a boundary notification, and it says nothing about any individual survey number. Village-data aggregators and encyclopaedia entries answer this question confidently; they are not government records, and repeating one of them would make this page the same kind of source as the pages it is written to correct.

Who can settle it

The revenue village and taluk for a specific parcel are settled by the patta and the A-Register extract for its survey number, both viewable on the Government of Tamil Nadu e-Services of Land Records portal at eservices.tn.gov.in, and by the Tahsildar's office with jurisdiction over the land. Ask SUYUG for the registration certificate and the parent documents and read the taluk off those rather than off any web page, this one included.

Which sub-registrar's office registers a sale here

Not verified

By statute the sale deed goes to the Sub-Registrar within whose sub-district the property lies. Which office that is for a given parcel in Krishnagiri district is a jurisdiction question we do not answer from memory.

Why this page does not answer it

Section 28 of the Registration Act, 1908 fixes the rule but not the map: sub-district boundaries are administrative and they move — offices are created, jurisdictions are redrawn, and villages are reassigned between them. A named office published on a web page is right until the day it is not, and a buyer who turns up at the wrong counter has lost a day and learned nothing about their title.

Who can settle it

The Registration Department of Tamil Nadu publishes a jurisdiction finder and a sub-registrar office locator on its own portal, tnreginet.gov.in. That is the authoritative answer for a given village on the day you ask, and it is also where the department publishes encumbrance certificate search and guideline value search. The Inspector General of Registration's office is at No. 100, Santhome High Road, Chennai 600 028.

Which planning authority approves a layout here

Planning in Tamil Nadu outside the Chennai Metropolitan Area runs through the Directorate of Town and Country Planning and the planning authorities constituted under the Tamil Nadu Town and Country Planning Act, 1971. Which of those bodies is the appropriate planning authority for a particular parcel in this district depends on whether the parcel falls inside a notified planning area, and we do not assert that for Belathur.

Why this page does not answer it

The Krishnagiri district administration publishes that the Hosur New Town Development Authority's area covers 130 villages together with Hosur Municipal Corporation and Kelamangalam Town Panchayat, but it does not publish the list of those 130 villages, and we have not read the schedule to the government orders that notified them. Whether a specific village is inside or outside that notified area decides which body grants planning permission, so a guess here would be a guess about the legal status of an approval — the single worst thing this page could get wrong.

Who can settle it

The District Town Planning Office, Krishnagiri and the Hosur New Town Development Authority can each state whether a parcel lies inside the notified development area. Planning permission itself is applied for through the Government of Tamil Nadu's single-window portal at onlineppa.tn.gov.in, and the Directorate of Town and Country Planning publishes the Acts, rules and orders at tcp.tn.gov.in. Ask the promoter for the approved layout and read the granting authority off the approval.

The real-estate regulator

Real-estate projects in Krishnagiri district register with the Tamil Nadu Real Estate Regulatory Authority, whose public register is published at rera.tn.gov.in. A Karnataka registration number does not appear there, and a Tamil Nadu number does not appear on the Karnataka register.

This is worth checking rather than assuming. Searching a valid registration number on the wrong state's portal returns nothing at all, which looks alarming and means only that you are on the wrong site. The pairing of authority to state is fixed by which state the land is in.

The Real Estate (Regulation and Development) Act, 2016 is central legislation; the rules under it are made state by state. Tamil Nadu's are the Tamil Nadu Real Estate (Regulation and Development) Rules, 2017, approved in G.O.Ms.No.112, Housing and Urban Development Department, dated 22.06.2017, as published by the authority.

Tamil Nadu land records are published by the Government of Tamil Nadu on its e-Services of Land Records portal, which lists View Patta / Chitta / FMB, View A-Register Extract, TSLR Extract, FMB Sketch, TSLR Sketch and View Patta Order Copy as separate services.

Those are the record names a Tamil Nadu transaction actually uses, and none of them is a khata. A buyer arriving from Bengaluru with a mental checklist built around khata and encumbrance certificates has half a checklist here: the encumbrance certificate carries over, the khata does not exist, and patta, chitta and the A-Register extract have no Karnataka equivalent to map onto.

Is Krishnagiri district in Karnataka or Tamil Nadu?

Krishnagiri is a district of Tamil Nadu, and its district administration publishes two revenue divisions — Krishnagiri and Hosur — with eight revenue taluks between them. Buyers reach the northern edge of it from Bengaluru, which is why listing portals so often file land here under Bangalore. Which authority registers a real-estate project in Krishnagiri district?

The Tamil Nadu Real Estate Regulatory Authority, whose public register is at rera.tn.gov.in. The Real Estate (Regulation and Development) Act, 2016 is central law, but registration happens with the authority of the state the land is in, under that state's rules — in Tamil Nadu, the Tamil Nadu Real Estate (Regulation and Development) Rules, 2017. The one within whose sub-district the land lies — that is the rule in section 28 of the Registration Act, 1908, and it is a rule about the parcel rather than about the project or the promoter. We do not publish which named office covers a given village, because sub-district jurisdictions are administrative and are redrawn. Which planning authority applies to land in this district?

It depends on whether the parcel sits inside a notified planning area, and this page does not guess. What is the A-Register extract, and why does a Bengaluru buyer not recognise it?

Because it has no Karnataka equivalent. Tamil Nadu's revenue records split the job across several documents: patta records the holding, chitta records it in the village account, the A-Register extract carries the settlement particulars for the survey number, and the FMB sketch is the field measurement book drawing of the parcel's shape and boundaries. The Government of Tamil Nadu lists View Patta / Chitta / FMB, View A-Register Extract, TSLR Extract, FMB Sketch, TSLR Sketch and View Patta Order Copy as separate services on its e-Services of Land Records portal. A buyer who checked only the documents they knew from Karnataka has checked the wrong set.

Does SUYUG publish the survey numbers and dates for its Tamil Nadu registration?

Not yet, and we say so rather than fill the gap. For the Karnataka projects this site transcribes the promoter name, the survey numbers, the village, the hobli, the taluk, the approval date and the validity date straight off the registration certificate, because those are the fields no aggregator publishes and a buyer can check every one of them. For the Tamil Nadu registration this site currently holds the registration number and the issuing authority and nothing further.
