“Is it in BBMP?” is the most-asked and least-answerable question on the Sarjapur Road corridor. It is asked as though it had one answer for the whole road. It does not, it changes over time by government notification, and the honest response is a method rather than a boundary.

Why the question is really four questions

When a buyer asks whether an address is inside the city corporation, they are usually asking one or more of these — and the four do not always have the same answer.

Someone who answers “yes, it's BBMP” in one breath has collapsed four questions into one. That is not necessarily dishonest — it is how people talk — but it is not a basis for a purchase.

The authority that publishes municipal limits, and why they move

Municipal limits in Karnataka are set by the state government and altered by notification. Areas are brought into a corporation or a municipal body; new bodies are constituted; boundaries are redrawn. That is ordinary administration, and it is also why a boundary printed in an article, a forum answer or a brochure has a shelf life nobody tells you about.

So this page names the kind of source instead of reproducing its contents: the state's own notifications and the relevant local body's own published limits are the authority. If a claim about jurisdiction cannot be traced back to one of those, it is somebody's recollection, however confidently delivered.

What follows from the answer

The reason to care is that the tier drives four things a buyer pays for or relies on.

  • The khata. Each tier issues its property register entry in its own form. A parcel under a grama panchayat carries a panchayat register entry; a parcel inside a municipal body carries that body's khata. They are not interchangeable, and a khata issued by a body without jurisdiction is not made valid by being on a letterhead.
  • Plan sanction. What may be built, to what envelope, and who signs the sanction. A sanction from the wrong authority is the kind of defect that surfaces years later, when someone applies for a completion or occupancy certificate.
  • Property tax. Which body levies it, at what basis, and whether past dues are clear. A receipt is evidence; an assurance is not.
  • Services. Water supply, sewerage, storm-water drains and roads are provided by agencies whose service areas follow their own boundaries, which need not match the tax boundary.

Anekal taluk, which covers a substantial part of the corridor's Karnataka side, is recorded by the district administration as containing 6 urban local bodies and 28 grama panchayats across 224 villages — and the table naming those counts names none of the bodies. Thirty-four possible answers inside one taluk is the honest scale of the question.

How to establish the tier for a specific survey number

  1. Start from the land, not the locality. Get the survey number and revenue village from the title document and the record of rights. A locality name has no boundary in any record.
  2. Get the khata extract itself. Not a photograph of a khata for a neighbouring parcel, and not an assurance that one is being applied for. Read which body issued it and in what form.
  3. Get the plan sanction and read which authority signed it. Compare that with the body on the khata.
  4. Get a recent property-tax receipt and read which body received the payment.
  5. Ask the local body directly if the three documents disagree. A counter enquiry costs a morning and settles it.

Four documents that name the same body is a clean answer. Four documents that name different bodies is a finding, and it is far better to have it before money moves than after.

Why a project's khata history tells you more than a salesperson's answer

A development's paperwork carries its civic history whether or not anyone draws attention to it. The land's earlier khata, the conversion order if the land was agricultural, the layout approval, the plan sanction and the tax receipts together show which bodies have had jurisdiction and when. If a parcel moved from one tier to another, the documents show the transition.

That history is checkable and it does not depend on anyone's cooperation to interpret once you hold it. An answer given verbally at a sales lounge is not checkable at all, and it is usually given by someone who was told it rather than someone who read it.

The documents that make the civic tier checkable

  • The record of rights for the survey number.
  • The khata extract in the form the issuing body uses.
  • The conversion order, where the land was agricultural before it was built on.
  • The approved layout, for plotted land, with the approving authority's reference.
  • The sanctioned plan for the building, with the sanctioning authority named on it.
  • Property-tax receipts for recent years, showing the body that received them.
  • For a registered project, the registration certificate and the filing behind it, which records the land and the approvals as declared to the authority.

Nothing in that list is unusual to ask for, and a seller who treats the list as an insult has told you something useful for free.

The one thing not to do

Do not use the PIN code as a proxy. A postal code is a routing unit assigned by the postal department for delivery. It is not a civic boundary, it does not follow municipal limits, and a Bengaluru postal identity says nothing about which body issues the khata for a parcel. Buyers reach for it because it feels official. It is official — about post.

Frequently asked questions

The corridor is long and the answer is not the same along all of it — which is why the question has to be asked about a specific survey number rather than about a road. Municipal limits are set and altered by state notification, so no article can answer it durably. The khata for the parcel, the body that sanctioned the plan and the receipt showing where property tax is paid answer it for that parcel, on the day you ask.
